I've always understood it to mean a dog with no holes in it.  I never  
associated it with grooming tricks, rather in a comparison to a flashy but  
incorrect dog, the opposite would be an "honest dog".
 
I've used it myself when describing a dog (or horse for  that  matter).  The 
"honest" specimen isn't the one who usually catches your eye  first, but the 
more you give the honest one a good look, the more you appreciate  them.  
 
Anyway, that's how I've understood and used the term.
