It's against the law for that in PA, BUT, you may have been dealing with an
out of state (believe it or not, referred to as a "foreign" company, even if
they are say...in VA), and the person you were speaking with or dealing with
didn't know the law in PA.
I answered the prior post privately, but the trick is to know the law for
the state where you reside.
