I think it is strictly the cost of stock - however, I believe the instinct
testing will be at the fairgrounds so some stock will be moved there. It is
unfortunate that the only "herding" non-herding people will see is an instinct
test - not something that actually shows off the abilities of this breed.

While I truly feel your frustration and have said so in a variety of
places.........you answered your own question. An awesome course will
lead to more success for entrants. I'm not sure how many would enter a
trial if the sheep were transferred into a non farm area, and I don't
know what the health restrictions are for moving livestock in and out of
fair ground type areas.
It is very difficult to participate in herding and then watch
conformation and show in other areas, but it is a time span rather than
location difficulty. Herding will be the week-end before the rest of the
events are held. The last time the National was in Ohio, I trialed in
herding, came home, regrouped and returned on Weds or Thursday to watch
conformation. When I went to NC for herding I couldn't stay away long
enough to watch conformation, just came home after herding was done.
