It is believed that to large of a male will effect his ability to do the work 
he was bred for.  Judges know when its too big, or they should.  Joe Bihari 
had a large male that I saw once, and what a mover he was, with beautiful 
balance.  I can't remember his name.  Senior moment.

Of course you are correct a judge can use any method he/she choses to  
figure out the height of the dog except a wicket in the ring. Only breeds with 
a 
DQ for height may be measured with a wicket in the ring. AKC rules.

I have read that at least one well-respected judge  mark’s their clothes so 
when standing next to a dog or bitch it is clear on  the height.
My opinion is that we are to be a medium sized breed and tall  dogs should 
be noted in the judge’s mind as all the factors are juggled in  their mind.
