Thank you for your correspondence in opposition to Assembly Bill 1634,
legislation that would force most dog and cat owners to spay or neuter their
pets. I share your concerns with this misguided legislation.
While I believe that pet owners should do their part to control the pet
population, AB 1634 goes too far by mandating that all dogs and cats be
spayed or neutered before they are 4 months old, which may be too early for
some animals. Sterilizing a dog before maturity can cause health problems
for some breeds, which is why this decision should be left to individual dog
owners and their veterinarians - not government bureaucrats.
I have supported past efforts to reduce the number of unwanted animals
without infringing on the rights of pet owners by declaring Spay Day in
California to encourage spaying and neutering. I will continue to support
commonsense efforts to address the problem, but I oppose creating
unworkable, costly, one-size-fits-all mandates.
Again, thank you for sharing your concerns with me. It is an honor to serve
you in the California State Assembly.
