  The MSN proposal for the City of Los Angeles is File No. 07-1212.  It is
to be heard by the PUBLIC SAFETY COMMITTEE.  They meet on Mondays.  I
carefully checked both their "agenda" and their "supplemental agenda" and
there was no reference to File No. 07-1212 on Monday's Calendar, 13 August.

  However ... (please see my highlighted area below)

  PUBLIC SAFETY COMMITTEE HAS "WAIVED CONSIDERATION OF THE MATTER"

  It is now going to be heard by the full CITY COUNCIL .... "not" a
committee!

  COMMUNICATION FROM THE GENERAL MANAGER, DEPARTMENT OF ANIMAL SERVICES
relative to mandating the spaying and neutering of domestic cats, dogs, and
rabbits by the time the pet is four months old, strengthening breeding and
transfer regulations, spaying or neutering animals taken in or subject to
enforcement, microchipping, and related matters.
  Recommendation for Council action:

  REQUEST the City Attorney to prepare the necessary ordinance(s) to mandate
the spaying and neutering of domestic cats, dogs, and rabbits by the time
the pet is four months old, with specific exception for licensed breeders,
to be consistent with provisions of Assembly Bill 1634 but adapted to the
specific needs of Los Angeles; strengthening breeding and transfer
regulations; allowing the Department of Animal Services to spay or neuter
any animals taken in or subject to enforcement, requiring microchipping of
any animal to obtain a valid breeding permit; and, other related enabling
  modifications.

  Fiscal Impact Statement: None submitted by the City Attorney. Neither the
City Administrative Officer nor the Chief Legislative Analyst has completed
a financial analysis of this report.

  I have made several telephone calls to various City Council offices to
confirm that "yes, it is no longer going to be heard by Public Safety
Committee" and "yes, it will now be on the agenda for Tuesday."
