The breed standard perhaps? <G> Since 24" is right in line with the DESIRED height range of the breed, dogs within the standard range are CORRECTLY sized. In the instance of a dog or bitch being equal in all other areas except that one is within standard size and the other outside of the range - the correctly sized one should win; or at a minimum not be faulted for being "too small" JMO!
