Councilor wants Gloucester to outlaw pit bull ownership

A Gloucester city councilor wants to ban residents from owning pit bulls
after two unregistered canines mangled a tiny pooch to death in March.
"Those dogs are unpredictable," said Councilor John Foote. "Once they get a
taste of your blood, they don't let go."
Gloucester just put the two dogs to death as dangerous animals. But
proposals that target specific breeds leave advocates howling for
compassion.
"All these laws do is give the public a false sense of security," said Scott
Giacoppo of the Mass. Society for the Prevention of Cruelty to Animals.
Giacoppo acknowledged the "intent to protect is there," but said a dog's
breed is not to blame. "It's about socialization and sterilization."
Giacoppo cited the Little Rascals'pit bull Petey: "Petey never attacked
Buckwheat. It's about responsible pet owners."
Dogs are three times more likely to bite when they are chained and 75
percent of bites come from dogs that haven't been neutered or spayed,
according to federal statistics.
