The only way to get the price of gas to go down is to USE LESS! Are your tires inflated properly? Have you had the oil changed at regular intervals? Do you drive the speed limit? One thing I remember from the 70's energy crunch was being told to drive as if you had a raw egg between your foot and the gas pedal - no more jack rabbit starts and sudden stops. These all have an impact on the miles per gallon you get. More of us getting better gas mileage would mean we'd be using less and that would mean lower prices. It's basic economics.
