I guess the key word is "can".  
 
Maybe Kris is right.  The board should appoint a committee of three  board 
members to review the charges against the Executive Committee and  determine 
that if upheld, they would or would not be detrimental to the breed,  the club 
or 
the members. Then, if determined that they would, it could be  referred to 
the whole board as required.
 
Believe me, I have read the charges. There is no doubt if valid, they would  
cause harm to the club. I am not saying they are or are not valid. I am just  
saying that if upheld, there can be no question as to the danger to this  
club.  Even if the executive committee who is charged heard this, they  would 
decide the same way. Those are quality people, and would not lie to save  
themselves.
 
Not that there is anything wrong with that.
