The ILP# (Indefinite Listing Privledge #) has been in use for many years.
It is for dogs who are believed to be purebred but cannot be registered.
In order to obtain an ILP#, an application must be made to AKC which
includes a full standing side picture and full standing front picture along
with verification of why the person believes the dog to be purebred but not
registerable.   This only allows dogs to compete in specific performance
events.  The PAL# (purebred alternative number) is the same just a newer
name.
AKC makes the decision as to whether the dog is granted the ILP/PAL number.
