With that said, my question is if a white wins the High Combined then there 
would not be an Obedience Victor based on the obvious disqualifying fault,
however if the High Combined is won by an acceptable looking GSD with an ILP / 
PAL, then one would need to check the catalog to confirm as to if the dog was 
registered with AKC, but in both cases there would not be an Obedience Victor 
at that National? This is only in reference to the example below.

The vote on the DQ of a white shepherd is a vote to change the  standard.  
This is not a vote to change the standard.  It is a  vote to change the 
eligibility requirements of the top performance awards the  GSDCA gives out at 
the National.  If someone has a dog that resembles a GSD  but has no 
registration papers on it, the AKC has given them an ILP number based  on the 
resemblance (used to be determined by a photo) so that the dog may  be shown in 
performance activities.  It is not an "AKC registered"  GSD.  

The purpose of our GSDCA performance victor/victrix awards should be to  
honor our purebred GSDs, support the mission statement of the GSDCA, and 
support  the standard of the breed.  ILP dogs and dogs with disqualifying 
faults 
can  still win all the other AKC performance titles offered - just not the 
highest  one offered by the GSDCA.
