How well I know that one.  It very well may be true that this guy just 
enjoys "working"
the "herd animals" as i can totally testify to this stuff.  Been there, done 
that so many
times I lost count years ago.  I had 2 Mother & Son who worked the horses 
each so
different it was strange.  Bitch would run around and around and actually 
force the horse
to go after her.  She could in a very uncanny way, actually get 1 horse to 
follow her to the
barn as we told her the name of that horse!! Now the son, would, as usually 
is done, get
behind the animals and do the "working/herding/controlling" of same.  Think 
about this &
tell this owner that -- which of the 2 types of animals has the best chance 
of WINNING?!
I've seen some dogs "kicked" and I've seen some horses "nipped" to each his 
own.  I'd
NEVER get RID of a fine GSD only because of this "habit" !  Horse and dogs 
all can be
TRAINED if you take the time and if the talent is there, or others can help. 
JMHO
Hope it works out well for this family to stay together, or a new family 
will be found
for the GSD shortly. I hope they have the patience to see to it.  Norma no L

I might take him to herding classes.....
I was fishing down the river with my Rachy dog years ago and turned to
find him missing. I looked up and down the river, but no Rachy. Then I
ventured up the bank to the pasture by the river, and there was Rachy with
some 12 or so horses, herded into a corner in the pasture and keeping them
there.

Possibly this boy is not chasing but herding.
