Draconian Ohio Breed-Specific Bill Introduced

Ohio House Bill 568, introduced by Representative Tyrone Yates of Cincinnati=
,=20
seeks to prohibit the ownership, keeping, or harboring of a dog that "belong=
s=20
to a breed that is commonly known as a pit bull dog." Furthermore, if this=20
bill is passed and adopted into law, all such dogs will be seized and=20
euthanized. It is imperative that all concerned dog owners in Ohio contact t=
heir elected=20
representatives and express their vehement opposition to this draconian=20
legislation.
The American Kennel Club supports reasonable, enforceable, non-discriminator=
y=20
laws to govern the ownership of dogs. The AKC believes that dog owners shoul=
d=20
be responsible for their dogs. We support laws that: establish a fair proces=
s=20
by which specific dogs are identified as "dangerous" based on stated,=20
measurable actions; impose appropriate penalties on irresponsible owners; an=
d=20
establish a well-defined method for dealing with dogs proven to be dangerous=
. The=20
American Kennel Club strongly opposes any legislation that determines a dog=20=
to be=20
"dangerous" based on specific breeds or phenotypic classes of dogs.
HB 568 unacceptably provides that:
=E2=80=A2 No person shall own, keep, or harbor a dog that belongs t=
o a breed=20
that is commonly known as a pit bull dog.=C2=A0
=E2=80=A2 No later than 90 days after the effective date of this bi=
ll, a=20
person who owns, keeps, or harbor a pit bull dog will be forced to surrender=
the=20
dog to a dog warden.=C2=A0
=E2=80=A2 Within ten days of surrender, the dog warden shall euthan=
ize the=20
dog.=C2=A0
=E2=80=A2 If an officer has probable cause to believe that a dog is=
a pit=20
bull, the officer may apply for a search warrant. After obtaining a search=20
warrant, an officer shall seize the dog and transfer the dog to the dog ward=
en, who=20
shall euthanize the dog within 10 days.
