(JThe meeting of the Public Safety and Civil Justice today considered a(B
(Jdog and cat licensing bill and revisions to the Dangerous Dog act.(B
(JThe committee schedule listed these bills late last week. Several(B
(Jqualified, informed people including veterinarians, kennel club(B
(Jmembers, trainers and hobby breeders tried to sign up with the(B
(Jcommittee administrator to speak in opposition but were told that the(B
(Jspeaker list was filled and they would probably not have time to hear(B
(Jthese people. When the speakers FOR the bill appeared, they included(B
(Ja well known local animal rights advocate, an investigator employed by(B
(Ja large humane society, a lobbiest associated with HSUS, the(B
(Jpurchaser of a sick puppy with a sad story ( he drove 80 miles to buy(B
(Ja mixed breed small puppy from someone he met at a rest stop. He(B
(Jsigned the 'papers' on the hood of the 'breeder's' car and a month(B
(Jlater, the dog got sick with distemper so he felt they had lied about(B
(Jgiving the puppy shots . . . and on and on). Also speaking was a(B
(Jrepresentative from a very large rescue group giving a distorted(B
(Jreport of several rescue operations their group had conducted. Two(B
(Janimal rights activists actually testified against the bill as they(B
(Jfelt it was not stringent enough.(B
(JA representative from an association of pet breeders and an(B
(Jattorney representing the CFA ( Cat Fanciers Association) was given(B
(Jone (1) (uno) minute to state their case against the bill. No other(B
(Jopposition speakers were called because of the 'lack of time'. The(B
(Jcommittee had alloted an hour and a half to consider three or four(B
(Jimportant bills with many provisions detrimental to the civil rights(B
(Jof responsible owners. It was no victory for 'our side'. The only(B
(Jgood thing that came of the day was the referral of the major dog and(B
(Jcat breeder bill to the Agriculture committee. One or two of the(B
(Jcommittee members at the meeting questioned the possible invasion of(B
(Jprivacy and other violations of individual rights. The BSL bill may(B
(Jor may not be dead. Don't count on it. The surprise presentation of(B
(Jthe amendment by its author was sneaky and an attempt to subvert the(B
(Jcommittee process. It will be back.(B
(JThese are the major objections to these several bills that dog and(B
(Jcat groups working together have compiled and distributed to(B
(Jlegislators:(B
(JISSUES OF GREAT CONCERN TO COMPANION ANIMAL OWNERS:(B
(JMany of the groups whose members will be affected by these bills have(B
(JNOT been(B
(Jallowed to participate in the bill writing process. Veterinarians,(B
(Jtrainers, kennel and cat club representatives, and animal control(B
(Jprofessionals were(B
(Jnot brought together to contribute their expertise.(B
(JCredible data to prove the need for the many restrictive provisions(B
(Jof these bills(B
(Jdoes not exist. MRAOA supports collection of accurate data as a basis(B
(Jfor sound(B
(Jlegislation. Accurate statistics concerning humane organizations, pet(B
(Jproducers and(B
(Jsellers, and animal control activities must be collected and studied(B
(Jbefore the(B
(Jexistence of problems is assumed.(B
(JEnforcement provisions in some of these bills would give police(B
(Jpowers to private(B
(Jcompanies that are not held accountable to any state agency. Home(B
(Jinvasions and(B
(Jwarrant-less searches conducted by privately employed agents can not be(B
(Jcondoned.(B
(JLicensing requirements and management standards proposed are(B
(Jduplication of(B
(Jexisting federal or local requirements.(B
(JDe$B".(Jnitions provided would force the inclusion of thousands of(B
(Jcitizens who do not(B
(Jbreed animals as a business but would nonetheless be subjected to fee(B
(Jpayments and inspection of their homes.(B
(JCosts of widespread enforcement could not be sustained by fees and(B
(Jwould require(B
(Jadditional funding from tax sources.(B
(JProhibiting certain classes of citizens from owning dogs surely(B
(Jviolates basic(B
(Jconstitutional freedoms.(B
(JBanning Breeds is a slippery slope to banning pet ownership. It has(B
(Jproven(B
(Junsuccessful in communities where it was tried. Holding OWNERS(B
(Jresponsible will work. Punish the DEED, not the BREED.(B
(JThank you for considering these issues which could affect so many(B
(JMinnesota(B
(JCitizens - the responsible companion animal owners of our state.(B
(JAfter witnessing the stacked, pre-programmed performance today, we(B
(Jin Minnesota had better realize that we have a lot of work to do. How(B
(Jto counteract the exaggeration, misstatements, phony facts and of(B
(Jthe ARs becomes more of a mystery each day the legislature is in(B
(Jsession. Facts seem to make no difference in the face of a sob story(B
(Jor a nasty photo.(B
