      Dear Senator: 

      I am one of hundreds of veterinarians vehemently opposed to AB1634.  As 
you know, California Veterinary Medical Association no longer supports AB1634 
(The organization has taken a neutral stand due to the hundreds of letters, 
emails and phone calls from their veterinary members in strong opposition to 
AB1634.  For the last six months CVMA has told the other sponsors of the bill 
that it was a â??deal breakerâ?? if the bill didnâ??t contain a provision 
allowing anyone to purchase an intact permit.  The â??poster childâ?? for 
mandatory spaying and neutering, the Santa Cruz Animal Shelter, has written 
into its law that anyone can obtain an intact permit for their pet, but the 
writers of this law adamantly refuse to incorporate an intact permit, so false 
promises that such a clause will be included in the future would be 
purposefully misleading.) 

      Many veterinarians arenâ??t yet aware (so possibly youâ??re not yet 
aware) that neutering a male dog is no loner considered a healthy or wise thing 
to do.  To call the bill, â??The California Healthy Petsâ?? bill is 
disingenuous to say the least.  Attached is a letter written by Kathryn Horn 
citing 143 references regarding the health problems, many of which are fatal, 
attributed to neutering.  It increases the risk of osteosarcoma (fatal) by a 
factor of 3.8; the risk of cardiac hemangiosarcomas (fatal) by a factor of 1.6; 
it quadruples the risk of prostate cancer (many uninformed people mistakenly 
believe castration decreases prostate cancer risk); it doubles the risk of 
urinary tract cancers; triples the risk of hypothyroidism; triples the risk of 
obesity; increases abnormal aggression and behavior problems (many uninformed 
people mistakenly believe castration decreases a dogâ??s aggressiveness), and 
increases the risk of orthopedic disorders and adverse reactions to 
vaccinations.  These studies demonstrate the significant protection of sex 
hormones (testosterone and estrogen) to the pet. 

      I was the American Veterinary Medical Association Spokesperson for nine 
years (when I was also Morris the Catâ??s veterinarian), so Iâ??m well aware of 
what a PR nightmare this mandatory spay/neuter bill will be.  People regard 
their pets as members of their family, and to have the government require that 
family members have their gonads removed will be simply unacceptable, no matter 
how carefully presented. 

      Itâ??s important to remember that weâ??re not talking about just puppies 
and kittens being neuteredâ??but every adult pet owned.  We have known for 
years (and recent research verifies this) that ANY spaying or neutering after 
the dog or cat is 2.2 years of age has NOT ONE single benefitâ??no male cat 
will stop spraying; no roaming or fighting dog will decrease its behavior, and 
there will be no decrease in mammary tumors.  ONLY the deleterious, oftentimes 
fatal, effects of neutering will be left for the pet and owner to contend with 
once the pet is older than 2.2 years of age.  In one to three years, when all 
veterinarians have been made aware of these recent studies, I believe it will 
be grounds for malpractice and loss of oneâ??s veterinary license, if a 
veterinarian neuters a dog over 2 ½ years of age (especially a dog over 70 
pounds, since they are so highly predisposed to the aforementioned deadly 
problems already). 

      How awful that there might be a law on the books requiring clients to 
become educated enough to pay for a veterinary office visit and beg for a 
doctorâ??s note excusing their pet from mandatory neutering.  (The normal 
procedure at a vet hospital is that a client calls and books spays and neuters 
with the receptionistâ??the doctor doesnâ??t even see the owners until the 
neutered pet is going homeâ??too late to try to talk them out of a procedure 
that the veterinarian would profit doing.) 

      Many owners are not aware that they are being betrayed by their 
representatives who are considering passing a bill that would prevent them from 
determining what is best for their furry family membersâ??a bill that basically 
says the Government, not the owner or veterinarian, should decide whether or 
not their pet must have his gonads removed and suffer the resultant, oftentimes 
fatal, health consequences.  When all the pet lovers become aware of this 
betrayal, there will be hell to pay. 

      Yes, as a politician, you can pass this â??sounds good, but is very, very 
badâ?? law, but at what price. . .
