H.B. turns pet-fixing law into incentive program
Mandatory spay, neuter and microchip becomes 5-tiered reward system.

HUNTINGTON BEACH The City Council late Monday night turned a proposed =
mandatory spay, neuter and microchip law into an incentive-based program =
with increased fines for owning an unaltered dog or cat without a =
microchip.
The heated, six-hour meeting Monday night ended with council members =
directing the city attorney to modify the sterilization and microchip =
program into a five-tiered discount program that will mirror rules =
already set up by Orange County Animal Care Services. There was no =
formal vote.
The county licenses dogs for $23 if the pet is spayed or neutered but =
charges $95 for unaltered dogs.
"I think it is a great compromise and solution that eliminates the =
mandatory nature (of the law) and gives them the comfort of not having =
to alter their animals," said Councilman Don Hansen, who had promised to =
vote against the proposal in its original form.
The new proposal could be ready for a council vote as soon as Dec. 17.
About 60 pet owners, breeders and shelter workers addressed the council =
before city officials decided to change the proposal.
"There will be tax decreases over time because the fewer animals that =
come into the shelter, the less taxpayers have to spend," Judie Mancuso, =
with California Healthy Pets Act, said.
Some audience members verbally attacked each other, hissed at public =
speakers and yelled at council members.
"The ordinance is like killing a gnat with a hammer and fiscally =
penalizing the responsible, conscious pet owners, only to gain some tax =
revenue," said resident Doug Bacon.
Before the meeting, about 20 representatives from Pet Owners Want Equal =
Rights, or POWER, rallied in front of City Hall holding signs that said, =
"Stop mandatory snip, clip and microchip" and "Stop unfunded mandates."
According to the new proposal, residents who license a cat or dog would =
pay a higher fee if the pet has no microchip, isn't spayed or neutered, =
or is not a service animal. Dogs and cats would need to be sterilized by =
6 months. No exceptions were suggested for competition dogs.
Price tags for the tier have not been set.
The city has received about 400 letters about the law, the city clerk =
