Missing a semi-colon isn't nearly as serious as it once was.They have a
relatively non-invasive surgery for that now.

I think they are missing a semi-colon. It should mean no selling anything,
breeding anything; or displaying unentered dogs.
Doesn't matter whether they are entered or not, they cannot be offered for
sale or stud service.
