It appears as though Sandee Tovin of the Election Service offered our
corresponding Secretary two divergent and separate solutions to the same
challenge.
1.
"Scratch off their name and leave the bar code" via email.

a.. Through no apparent fault of our governing board members, a situation in
the USPS and in the Election Service has arisen which appears to have caused
problems with the voting process.
No matter how one voted........ or for whom they voted...........there has been
an erosion of confidence as regards the ability of the Ballot Service to record
an accurate tally of the votes.

Your suggestions, with some room for slight variation if the original deadlines
can somehow still be met, should be seriously considered.
There doesn't seem to be any way to accurately validate how many members have
actually voted, attempted to return their ballots, or if the ballots have
actually arrived at their destination instead of at a "dead letter" office.
