Frozen goes through the same evaluation as fresh chilled....before and 
after....and as Barb said
enough pellets or straws are used as is needed for one breeding.
The biggest problem with frozen is that you ony have about a 17 hr. window for 
the sperm to be
viable even with the extender.......and with fresh chilled you have at least 
five days....so the timing 
has to be absolutely perfect as there is just no room for being a tad early.    
Therefore the insemination has to take place later than it would for fresh 
chilled.........
I'm not sure but I think the progesterone numbers have to be about 18 for 
frozen........??

  Semen evaluation is done prior to freezing, right after freezer (to see how 
the collection handles the freezing) , before it is shipped, and before it is 
imseminated.   So, you will have an idea of the rating of that collection from 
start to finish.   Frozen semen that doesn't meet a certain criteria will not 
be frozen, stored or shipped. 

  However, if let's say 1 straw or pellet is rated low, another straw or pellet 
with a better rating will usually be shipped as well and both are used to 
ensure a litter.  It is best for you or your vet to speak with the storage 
facility about their procedures so you will have an idea of the quality you 
will be getting.  

  Frozen semen is the best quality there is because the sperm have to meet so 
many requirements just to be frozen.   Semen 
  that contains proximal droplets (premature sperm) can't be frozen, so you 
getting the really good sperm.  

  Reproduction vets say that frozen implant failures are not the result of an 
issue with the semen but either the insemination 
  timing, the vet, or the bitch.
