Missouri “Puppy Mill” Ballot Initiative.  An initiative approved for  
inclusion on ballots in the 2010 election would establish the “Puppy  
Mill Cruelty Prevention Act.”  The measure would incorporate into law  
a number of standards covering persons with ownership or “custody” of  
more than ten female dogs used for breeding pets.  In addition, it  
would impose a strict prohibition against having custody of more than  
50 dogs used for breeding pets.  A law suit failed to stop an anti-pet  
initiative on the Missouri November ballot, and it will now be up to  
the state’s voters to determine whether the so-called "Puppy Mill  
Cruelty Prevention Act” is enacted into law. Unfortunately, voters who  
are uninformed, or misinformed, about the actual language of that  
initiative may believe it simply promotes the welfare of pet dogs.  
Indeed, some of the provisions of the initiative are commonsense  
requirements that are already found in federal and state law. But some  
of the language actually lowers standards while other provisions in  
the initiative would impose restrictions that have nothing whatsoever  
to do with animal welfare. PIJAC has strongly opposed such a  
restriction in many other states because it is completely unrelated to  
the health or welfare of the dogs, and serves no public interest.   
PIJAC is urging pet lovers to spread the word that this initiative  
would actually create irrational obstacles to pet ownership! It is  
critical that pet retailers, and everyone interested in preserving the  
right to keep pets, inform pet owners everywhere about the true nature

BREEDER/KENNEL

Arizona.  **ADOPTED** The Mohave County, AZ Board of Supervisors has  
approved recommendations of the county’s Kennel Committee to amend an  
existing kennel ordinance.  The amendments include extensive  
provisions governing the minimum required land for kennels as well as

Florida.  ** NEW MEETING DATE** The Jacksonville, FL City Council will  
now consider  a proposed animal ordinanceat its November 9th meeting.   
The Council has changed the definition of “animal dealer” to mean “any  
person, entity or corporation who in the ordinary course of business,  
engages in the sale of more than four litters or 20 unsterilized dogs  
or cats per year, whichever comes first, to the public, to pet shops,  
to breeders or to other animal dealers.”  Please read PIJAC’s PetAlert

North Carolina.  **ADOPTED** The Guilford County Board of  
Commissioners passed proposed amendments to the city’s animal control  
ordinance.  The ordinance, effective January 1, 2011, requires  
breeders who breed more than six litters a year and “high volume”  
retailers that sell more than 50 dogs per year to obtain a permit.   
New sections also include tethering and size of cage provisions as  
well as a ban on “inherently dangerous” animals, such as “bears and  
undomesticated cats weighing over 15 pounds.  When text to the adopted

PET ENCLOSURES

Colorado. **ADOPTED** The Colorado Department of Agriculture has  
adopted a rule amending regulations for the Pet Animal Care Facilities  
Act.  Provisions amended by the adopted proposal set forth standards  
for primary enclosures, temperature requirements, isolation areas,  
space requirements, and exercise standards.  Click here to read

PET STORE/DEALER

New Mexico.  **UPCOMING HEARING** A proposed ordinance that would ban  
the sale of dogs and cats in pet stores is set to be heard before the  
Rio Rancho City Council on November 2nd.  In 2009, the city formed an  
Animal Welfare Task Force to review current ordinances and propose  
suggested amendments, and the Task Force has recommended “extensive  
changes” to current ordinances. The proposed amendments include  
banning commercial kennels within the city as well as new standards  
for groomers, breeders and general pet owners. Click hereto read
