My first thoughts were that he meant balance, but the front and rear doesn't 
need to be balanced for the "foot timing" to be coordinated.  Think about it 
... Some dogs lift in front to compensate for a poorly constructed forequarter, 
in order to put their front feet down in unison with the rear.  Other dogs do 
not fully extend in front in order to compensate for a less than perfect rear 
quarter.  

I think "foot timing" is a literal phrase.  It describes how close to in 
unison the front and rear feet are when they hit the ground.  I suspect a "10" 
in 
foot timing would describe a dog that appears to be doing a two beat gait. (I 
said "appears" because I have no interest in debating whether that exists or 
not <G>.)
