Jess, I believe Carolyn is addressing the flipping up of
the pastern as the foreleg is drawn back under he dog. I have
written about this in articles as it is one of my pet peeves.
I call this "tummy tapping",and it is a serious fault, a complete
waste of energy, an affront to efficiency. Both " waving" and
"tapping" are grossly incorrect.
