So many have recommended the hot wiring, but I am afraid to do so
because all sides we share with other neighbors and young children.  I
would be mortified if a child got hurt by it.  Sigh....maybe the
e-collar suggestion would work.  I can't see her getting over with a
ting like that on.

The question is can you get to the fence to wire it.......I can't easily

Look into hot wiring your fence. It is not as cruel as it sounds, and a
lot 
less cruel than your dog getting injured, shot or sent back to the
shelter. 
We had to do this once for a" Houdini"......it worked.
