The problem of puppy mills is one that Montana needs to address. The bad
apples of dog-breeding facilities can be unsanitary, unsafe, and downright
cruel. You don?t have to be an animal lover to see the need for some
action.
But House bill 548 was not the right solution. We voted it down today in the
House Agriculture Committee.
This bill did not define puppy mills. Any ordinary private citizen who
liked to
breed purebred dogs as a hobby would have their home open to unannounced
government inspections at any time. People would have new forms to fill out,
more records to keep, and registration fees to pay.
