  Inspections (!!!) by National Animal Control Association??? This
looks like an AR backed association (see website)to me and a way for
AR's to weasel into a shelter. Is this how they start taking over a
town's animal control service?

A public hearing on a proposed new city animal control ordinance, a
bill
in the works for more than a year, is scheduled for Tuesday. The
first
major revisions since the early 1980s would give large savings in
licensing fees to dog and cat owners with animals that are "fixed"
and
equipped with a tiny microchip tracking device.

In its introduction, the bill says its provisions are meant "to
protect
the general public, to protect animals and to offset the rising
cost" of
city animal control operations. Discussions of the measure by Animal
Control and Education Commission members often have focused on
adding to
licensing fees some incentives to increase vaccinations of pets
against
rabies, control animal populations and protect animals from abuse and
humans from animal-caused injury and illness. The commission began
revamping the ordinance in early 2005, just after a survey of local
animal control facilities and policies by two National Animal Control
Association inspectors. The study recommended a new ordinance among

"high-priority" changes. Mayor Jonathan Weinzapfel ordered the
national
inspectors in after police were called to the city Animal Control
Shelter in 2004 to investigate reports of animal neglect.
