The American Kennel Club (AKC) is making a  concerted effort to convince dog 
club officers that it's "fixed" the problems  with Sen. Rick Santorum's Pet 
Animal Welfare Act (PAWS) and that they should  drop their opposition to S1139. 
Nothing could be further from the truth. There  is no PAWS II. AKC's press 
statements,  Internet blog postings and pleas for club officers to again "trust 
us to  know what's best" are misleading spin and largely due to fact that PAWS 
is  in political trouble, due to your opposition. 
 
AKC is still at odds with HSUS and DDAL  over key changes to the bill. 
Everything that AKC says is fixed is its  wish list for PAWS II. It's not 
anything 
confirmed by or  attributed in any way to Santorum, HSUS or DDAL. Incredibly, 
AKC insisted  PAWS was a perfect bill five months ago, with no flaws. AKC 
fiercely attacked  the motives and intelligence of anyone questioning this 
bill's 
impacts, until  most people understood S1139's implications. We're now told 
again to "trust  us."
 
PAWS still breaches the retail-wholesale  USDA regulatory "dealer" 
distinction for home breeders, making many of them  federally controlled. It 
still 
contains numerical values, which are subject to  further change. Cat breeders 
and 
rescuers are also still at severe risk. The  sportsmen's chief concern, the 
hunting, security, breeding dog purpose  federal licensing and inspection 
provision is in current law, but mooted  because of its wholesale only 
application. 
PAWS doesn't have to mention it  explicitly, although it does. Just eliminating 
the wholesale safehaven, as PAWS  certainly does, causes it to kick in. AKC 
knows this and has artfully and  disingenuously sidestepped that impact in all 
its carefully spun releases. 
 
The very fact no one else showed from the  subcommittee and that nothing in 
writing was issued by Rick Santorum on November  8th, are the keys to PAWS's 
status. The bill's crippled, if not on its  deathbed, and AKC just doesn't know 
it or is putting up a brave face. Having so  many AKC clubs formally opposing 
it helps keep it there. Back in July, Jim Holt,  Nina Schaefer and others 
publicly accused SAOVA of falsifying the NO PAWS list.  Now they're trying to 
pull 
clubs off the list and keep others from joining.  The _NO PAWS Honor Roll_ 
(http://saova.org/1139opponents.html)  is a key element in  defeating S1139 and 
four additional AKC parent breed clubs, the North American  Deutsch Kurzhaar 
Club and several regional clubs were added to the list in the  last week. 
Please urge your club officers take the  needed steps to join the Honor Roll.
 
From the very beginning, it's very much the big  lie approach at work here. 
While PAWS supporters go on at length decrying hidden "puppy mills,"  Internet 
direct sellers and unregulated importers, there's been no factual  
documentation presented that dogs from these sources on average are any more  
unhealthy 
or less desirable pets from those obtained from other sources. In  fact, the 
Internet has made dog purchasers smarter and more aware, not the  opposite. 

Less than 0.5 % of all dogs are currently sold over the  Internet and the AKC 
itself permits its own website to be used for interstate  puppy sales by 
anyone that registers a litter with it. No health guarantee or  facility 
inspection is required, just a $35 listing fee. Critical observers  can't help 
but be 
concerned that the PAWS supporters' objectives might be  financial and 
competition focused, and only minimally canine welfare  related.
