There is no PAWS II, only the AKC's  wish for one. If one existed, Rick 
Santorum would have published it after  the August recess, as he announced he'd 
do 
back in July. November 8th's PAWS  hearing was purely for show. No bill 
opponent was permitted to testify. He  said then another draft would be ready 
"shortly." Shortly became the week  after Thanksgiving and has now slid into 
January. Nothing in AKC's wish  list for PAWS II, is confirmed by or attributed 
in 
any way to  Santorum, HSUS or DDAL. It's funny how this was the "perfect" bill 
five months  ago, with no flaws. AKC fiercely attacked the motives and 
intelligence of  anyone questioning the bill's impacts, until most people 
understood 
S1139's  implications.  

PAWS still breaches the retail-wholesale  regulatory distinction and contains 
numerical values, which are subject to  further change. The hunting, 
security, breeding dog purpose  licensing provision is in current law, but 
mooted 
because of its  wholesale only application. PAWS doesn't have to mention it 
explicitly,  although it does. When PAWS eliminates the wholesale limitation, 
it 
will kick  in and put such dog owners at grave risk of federal licensing. AKC 
knows this  and has artfully and disingenuously side-stepped that impact in its 
press  releases. 

 
HSUS and DDAL went out of their way to  contradict AKC's suggestions for 
non-profit registry inspections taking the  place of USDA's for the thousands 
of 
new "dealers" created in PAWS. This fight  is far from over. HSUS and DDAL have 
the upper hand and are getting what  they've wanted for twenty years. That is 
why we have to keep the pressure  up, convincing more clubs to oppose PAWS. 
Please spread the word to regional  specialty, all-breed and training clubs.
