On Tuesday, the City Council approved the mandatory spay/neuter ordinance on first reading with a 4-1 vote, with Councilman Bob Ford dissenting. Under the new legislation, a person who owns a cat or dog aged six months or older is required to have the pet spayed or neutered. Exemptions are allowed.
