Interesting topic and a nice change of scenery from everything else (including my puppies). It would be both unethical and illegal to let the dog run loose. Since we're talking safety sake of the dog, I would do whatever it took to get the dog in the car. And sometimes I wonder if dogs respond to the word itself or HOW the word is said.. Had they said treat in the same tone, maybe the dog would have come for that.. "walk" = safe dog - ethical in my book.
