Your point is right, my concern is that the people around this dog already  
demonstrated they don't know what they have and how to handle it and this is  
just another accident waiting to happen.   Our breed is wonderful, I  wouldn't 
have anything else, but the truth is most people are not dog-wise  enough to 
deal with a large dog with issues.  Ideally a GSD will not have  temperament 
issues, but we all know better.  
 
Yes, there may be "reasons" for this dog to do what it did.  But there  is no 
excuse.
