Not necessarily would they have voted for any one else as their number 2
and 3 choices. Had they only voted for him he would have gotten 3 points off
of each ballot and none of the other judges would have received any points
for those ballots. That is exactly why Ed Barrit got 1700+ votes because
many members only voted for him. Nothing wrong with that since they chose to
keep using the weighted ballot. As long as they use it there will always be
the possibility that a judge will get more points than ballots submitted.

had been a weighted ballot he wouldn't have come close because all the
people who voted for other judges wouldn't have had him as one of their 3
selections. Therefore there would have been no further points counted for
him.
Someone with lots of 1st place votes and lots of 2nd and 3rd place votes
would most likely have gotten a higher total.
