Perhaps it is time for people to ask the CKC and AKC to apply the
handler rule reciprically
If it is against the rules in both Canada and USA, then if the
handler handles for the judge in either country, it should not be
allowed
If the rule is the same in both countires but does not apply in either
country because what happens in Vegas stays in Vegas, it might
not be against the rules (illegal), but it can be unethical
Actions are often the reason a rule/law is created
