This is only partially true, Evan. The SV rates the hips at 1 year. If the
dog is bred a certain number of times he must be x-rayed again. If he's not
used much he doesn't have to be x-rayed again. Kappo's sire (Geck di Casa
Nobili) was just re-x-rayed at 5 years because he sired a certain number of
litters. He was clear and can continue to be used at stud.
As I said before, they also give a ZW rating, which is the probability that
the dog will produce bad hips. It's a formula based on the background of
the dog, the lower the ZW rating the better.
