That's what I've often been told. The way it was explained to me (and I only had it once in a bought puppy), the mites or bugs or whatever are always in the ground. It takes a compromised immune system from something or other to provide an opportunity. So....what I dealt with was a puppy who'd been shipped, who had a little and it went away quickly. It would make sense if you were dealing w/ a chronic immune problem that it would reoccur.
