I found a good site about progesterone levels. I know my own reproductive vet,
Dr. Robt. Hutchison always checked for a drop to at least a #2 or lower before
performing c-sections. #5 seemed to be ideal for breeding within a 3 day
window.

I never needed a c-section before I had pembroke welsh corgis. My first girl I
did a c-section because I was so afraid she would not be able to deliver. Her
second litter, she had her appointment, but the hormone level was still too
high. So her section was re-scheduled for the following day. She delivered
naturally during the night. It was a PITA because unlike our shepherds, she
would stick her behind in a corner so I could not check or see what was
happening. And she did not want help.
All the subsequent progeny from her needed c-sections and I liked it that way.
No more bums stuck in a corner.
