Hi Gail, 

Ok, I'm going to apologize in advance for this loooong
answer... however, there may be several things which
may impact the hearing mechanism in the canine. I'm
giving you an "audiology" answer.

It seems like your bitch could possibly have a problem
"Masking" out ambient or "white Noise". In humans, we
"mask" out naturally. Sometimes, when we are older,
the onset of masking problems occur. For example,in a
restaurant, we can usually "tune out" other
conversations, glasses clinking, et.. al. until they
reach a certain decibel level and we are forced to
hear it. 

While your dog cannot tell you if shes not able to
mask at certain frequencies, it is possible she may
experience an "overload" of ambient noises when she is
out and the light flickering off and on is the "que"
she needs to understand you are asking something of
her. There is no known canine test to see what/where
she is masking without an ABR testing (Auditory
Brainstem Response).(A test which measures brainstem
activity to see if the auditory processing is
happening at certain levels and if not, where does it
occur).

It is great that you use your outside voice and inside
voice. As a practicing audiologist for almost a
decade, I learned to smile and shout at the same time
(Try it, it is hard). While outside, and the dog in a
10 foot radius try covering your mouth and call her
with your "INSIDE VOICE" and note the response. Also
try this inside too as well with little ambient noise
as possible and then try in a noisy environment and
note the response. This may give you an insight into
how her central auditory mechanisms are processing. 

OR..... it could be she could have "selective
hearing"... you know, that hearing husbands have when
the football games are on and theirs only seem to work
when the commercials are on and when that happens,
there is no known cure!<g>
