It isn't exactly a matter for eye witnesses. It is basically up to the judges, and when a judge makes that decision, it is final. Of course, only for the day... Other exhibitors IN THE RING can call it to the judge's attention...before the judge has finished judging the class--before the judge's book is marked, that is. Even then, it's up to the judge.
