Not being Jane, but here's a try.
What you do to slow down the rate of dogs, cats, ferrets, rabbits being
killed after being abandoned is go to the places where they are successful and
learn from them.
THERE ARE places that the killing of animals is slowed to the point of almost
non-existence. WE put our animals down when they are too sick to have a
quality life, and the places that have no-kill solutions in place use the same
discretion we, as owners, do. The un'fixable" vicious, and the terminally ill
are still put down, but the town/county/place have learned how to work with
the community to reduce the intake and increase adoption to a level point. San
Diego County, theCity of San Francisco are a couple of models.
What works? Trap, neuter release for feral cats, Subsidized/free s/n for
low income qualified WITH transportation to clinics or S/N vans that are OUT,
not parked. Adoption programs, animal education programs, tax incentives for
veterinarians (including reduced fees for low income persons...so they won't
give up the animal because they can't afford to keep it.. EVEN take away
restrictions on animal limits! ENFORCE the leash laws and go into the "bad"
areas
to enforce the laws that are alread on the books.
