I'm going to open a can of worms here, but I come from the school that skin issues, excessive scratching, licking, a tendency towards hot spots are genetic. I've never had a hot spot from leaving a dog damp or not getting one bone dry after coming in from the rain. Now, maybe if I had a dog with the above indications, I'd be more wary of leaving them damp....who knows?
