Rotating between fixed sites in the designated regions is exactly what the
Board is trying to do - the challenge is finding the fixed sites in each of
the designated regions.  It is a very tall order to find sites that fit all
of our needs:
 
- have the physical facilities to house all of our events, where the rings
are of adequate size, with adequate seating space and access to the sides of
the rings
- have a manageable location which is accessible to exhibitors and dogs -
many feel this means being a short drive from a hub airport of one of the
dog-friendly airlines (I use 'dog-friendly' for lack of a better word...)
- have the ability to house appropriate sheep (this is a pretty complicated
subject...!)
- provide access to sod at a reasonable price
- have nearby, reasonably priced motels and exercise facilities
- have stalls, RV facilities, reasonable vendor space
- be available during the preferred date range
- be priced consistent with what the GSDCA can afford to pay
 
The Board is on a continual quest for sites which fit these parameters,
within the designated regions.  If we find them, and if we use them and
agree that they met our expectations, they can take a place in the rotation.
Everyone seemed to think Albany would have been such a site, but mamy felt
it was too hard to get to, Concord might have been such a site, but it
turned out too late that herding was a problem and then USAir went and
changed its dog-transport rules.  We hope that Lake St. Louis, Fort Collins
and Beaumont may make it into that league.  If members or clubs have other
potential great sites for consideration, please let us know.  A site can
look great, but not pan out, or might not be available when we need it.
 
The order of rotation the Board has been following is: East / Middle / West
/ Middle / East, etc.  This puts the location on the East one year in four,
and West one year in four, and Middle two years in four.  No distinction has
been made between Nort East and South East, North West and South West, North
Middle and South Middle, because that further complicates an already
complicated issue, and further limits the already limited alternatives.
 
This really is an amazingly complex subject - since being on the Board, and
being involved in the details of the site-selection process, I have come to
understand why this is such a troublesome situation.  The situation is
further complicated by the constantly changing landscape: the fact that good
sites may become unavailable when we need them (i.e. Perry), the fact that
airlines change their dog-transport policies (i.e USAir), and by the fact
that we need to commit to sites years ahead of the event.  So, we had a
great location at Perry that got scarfed up by other groups, we had the
potential of a great location at Concord that took a hit from USAir's
bankruptcy.  There are many other intangible and uncontrollable factors
which can step in to mess things up, and once we have planned on a site, the
occurrence of any of these  becomes our problem.
