It does, a contract was signed to do so.   It was  pointed out to Dr. 
Goldfarb after he had already judged about 12 dogs and  he said he would do 
so.....at 
that point it was moot as all had to be  judged equally.  Apparently in 
normal german style judging, courage  test would have already been done by this 
point.
