Despite mounting pressures to resolve California's looming budget  
crisis, the California legislature will be devoting time to two  
controversial animal rights bills next week. Not only do these bills  
distract lawmakers from their greatest priority, but SB 250 will  
ultimately siphon resources away from the state budget.

SB 250, mandating spay/neuter for dogs and cats of owners who don't  
possess an unaltered license, will be heard in the Assembly Committee  
on Appropriations on Wednesday, July 15th at 9:00 am in Room 4202 of

AB 241, which would impose a cap of 50 on the number of intact dogs  
and cats that can be owned in California, is set for a hearing in the  
Senate Public Safety Committee on Tuesday, July 14th at 9:30 am in  
Room 4203 of the State Capitol. Click here to use our lobby tool to

Even if you have already written your lawmakers, please send another  
message today, in light of the hearings next week, stressing any  
fiscal costs associated. California would be foolish and irresponsible  
to pass costly, experimental legislation that has no solid evidence of  
having worked anywhere it has been tried. In fact, just last week, the  
Department of Public Health Veterinary Services released their 2008  
shelter data and the numbers from the poster child for mandatory spay/ 
neuter -- Santa Cruz -- are conspicuously absent. Notably, Los  
Angeles, which passed mandatory spay/neuter last year, already  
demonstrates a remarkably negative impact on shelter numbers. If you  
were to apply this trend statewide under mandatory spay/neuter, it  
would be devastating and incredibly costly.
