For the first time in city history, dog owners will be required to have their pets spayed or neutered, thanks to a City Council decision Monday. San Bernardino is the first city in the county to adopt such a measure, city officials said. The decision has been met with enthusiasm from local animal-rights professionals. "This is a great step in the direction of dealing with the very serious problem of pet overpopulation in this community," said Jim Ruester, executive director of the Humane Society of San Bernardino Valley, a private nonprofit that will perform many of the required surgeries.
