CA AB 258 (Rabies Exemption Bill) has been held  in the Senate  
Appropriations Committee Suspense File since 6/8/11, amended 6/20/11,  
and returned to the SEN Appropriations Suspense File.


The bill now has a hearing date set for 8/25/11.


This bill has been supported by both ARs and AWs and has no opposition  
from any committee or the full Assembly.  Last year it failed due to  
extreme opposition by the California Department of Health


In the bill:

        The vet must verify by a signed statement and document  
(annually) that by having anti-rabies vaccine will endanger a dogs  
life due to disease or other considerations.  The documentations must  
be on a form developed and approved by  the Department (CDH  CA Dept.  
of Health).  The Dog's owners must also give a signed statement that  
the owner understands and accepts all the consequences and liability.


    The dog must be kept on the physical premises of the owner or when  
off premises must at all times under restraint by a leash not longer  
than 6 feet in length.


There are some other provisions, but this is an important bill and  
'we' have been supporting it after it failed last year and was brought  
back this year.  While the provisions are cumbersome to both the vet  
and the owner, it is a start in allowing the owner of compromised dogs  
a legal manner to avoid further endangering their dog or dogs.
