In business, we are taught to set goals based on the SMART principal. SMART - Specific, Measurable, Achievable, Realistic, and Time Based Results. When thinking about these codes, how about putting them to this test? Specific - be clear on what you are asking the breeder/member to comply? Measurable - Can the results be measured? Is it specific enough to determine compliance without much subjectivity? Achievable --- are they achievable requirements? Do they include enough to be meaningful but also --- Realistic ---Are they realistic? Are they realistic enough to be achievable? Time Based/Bound --- in business this means results accomplished which are time bound (on a deadline), but in this case, I see this as setting a requirement of annual signatures, and possibly time limits and limits of restitution for violating the code.
