In my professional life my duties include Parliamentary Procedures so I would 
like to provide a brief explanation regarding some information related to the 
Board Meeting in July. To the best of my understanding. 
 
1.     In my professional world it would never be appropriate for 
the parliamentarian of an organization to also be a    voting member. There 
should be a line of professionalism in that the rules are applied uniformly 
across the board and not affect the outcome of a vote.
 
2. My understanding of the vote regarding the futurity money is as follows: 
Motion made Seconded vote called with a 9 "ayes"-7"nay"-1 abstention with the 
motion being called as passed. It then was requested by the parliamentarian 
that the abstainer change their vote to a "nay" so that the president could 
cast the deciding vote. In doing some research I found the following quote from 
the 10th Edition of Roberts Rules of order.
 
Page 392 (15) Tie Votes and Cases in Which the Chair's vote affects the results.
 
     If the presiding officer is a member of the assembly, he can vote as any 
other member when the vote is by ballot (see also p.400). In all other cases 
the presiding officer, if a member of the assembly, can (but is not obliged to) 
vote whenever his vote will affect the result- that is, he can vote either to 
break or to cause a tie; or, in a case where a two-thirds vote is required, he 
can vote either to cause or to block the attainment of the neccessary two thirds
 
First I will say that professionally I have never seen this rule used. 
 
I find this particularly interesting as first off the matter should not have 
been up for debate once the chair indicated that it had passed secondly a 
person that voted in the "nay" should not campain for a change in the vote of 
the abstention vote. It is not the duties of a parlimentaerian to advise 
someone how to vote or to change their vote. In light of also being a voting 
member.
What this all comes down to is had the abstention vote not been changed to a 
"nay" the vote would have passed and the Chair would not have had the 
opportunity to vote on the matter therefore providing funding to the regional 
clubs to use toward hosting of a futurity. As a member of a regional club I 
know first hand what it takes to host and the expense requirements of a 
futurity.  Most regional clubs are struggling as it is and asking them to host 
an event with no supporting funds will just cause the folding of more clubs or 
the futurity system may not survive as if there is no clubs willing to host 
them what if the point?

This is all JMO and what I have learned through my many years of parlimintary 
procedure training and to be quite honest I don't like the smell of the whole 
thing. I would encourage anyone that wants the the actual facts to request a 
copy of the digital recording of the meeting (I understand this request has 
been made by board members and denied at this time) the meeting minutes should 
be available by draft also at this point. The meeting minutes should reflect 
all action of the board which should include the first vote and the request to 
change the vote. 

I would also like to see the Board adopt into the bylaws the following of the 
State of New York's Sunshine law which is their open records laws. If anyone
