Gary,
I've looked in a couple of my shepherd books and haven't found any
true "definition" for bi-colors. Both Izzy and Forest are bi-colors.

When born, a bi-color might appear to be a solid black, but not for
long. As he ages, his legs will be half tan, with the trademark paint
brush black up the backs of his hocks. His toes will all appear to be
penciled with black also. His head will be all black. The underside
of his tail going down to its end will be tan. The hair around his
anus will be black. His whole body, minus the legs, will be black. A
bi-color is different from a dark black and tan dog (with no saddle)
because of his legs and face, as previously described. Hope that helps.
As far as the personal decision by the breeder, I guess it is:
Forest's and Izzy's breeders listed them as black and tans and they
are NOT.
