We had a speaker at our GSDCSTL meeting last Fri. She was from the St.
Louis City Dog Pound. In the city they have the MSN law in effect.
The lady told us that the best insurance against being made to neuter
or spay your animals is to enter a dog show. Most of the Animal
Control laws that I have seen have a stipulation for dogs that or
shown, or owned by a licensed breeder. The first of every year enter
the dog or bitch in a show and keep the confirmation copy as evidence
of showing.
All it takes is, $24(for each dog) to pay for insurance against being
forced to spay or Neuter. What ever clubs have the first shows of the
year will make a fortune and not have any dogs show up.

This sounds wonderful, HOWEVER, in my area that yearly fee is $150 PER DOG.
The best bet as Stormy said is to FIGHT it with everything you have.
