Elections services in New York stated you may cross off your name and leave
the bar code as is. You may also put everything in another envelope and
mail it to Election Services in New York.

you remove, deface, or cover your name and mailing information. The
identifying information on the return envelope must be visible to determine
your eligibility to vote."
I would like a statement from someone in authority at Election Services
Corporation instructing voters what to do to make sure their votes are
counted.
I don't mean to sound picky, but this is one situation in which I don't want
to "fly by the seat of my pants." Seems to me we've done far too much of
that in the past.
